Both files are quite large (0.9meg PC, 1.8 Meg! Mac). I can (and will soon)
write a patch program in a few bytes for Windows but not for the Mac :-( If
there are any Mac programmers out there I can tell them what they need to do
and they can write one.
Windows version

Just replace your old NCU.exe with the one in this zip file. the 38400
option will be gone but a new 57600 option will be there instead. Note that
you need 57600.pkg for you Newton and must select this as the connection
method when you run Dock.
Mac version

Unzip and copy the resulting file (Newton Connection Utilities.bin) over
your old version.
Your Mac will now conenct to your Newton at 57600 baud. Note that you need
57600.pkg for you Newton and must select this as the connection method when
you run Dock.
