You are correct, but it is actually more than that.

EA = Ethernet Address. It uniquely identifies the card to an Ethernet
network, whether it is dynamically allocating IP addresses using DHCP or
not. The behaviour you experience depends very much on exactly how the
network is set up at your particular site. Some networks will allow a
static setup even when they expect DHCP, most will not. A lot depends on
firewalls/proxy address setups.
