AFAIK the Newton Internet Enabler (NIE) Only supports one connection at a time, so it's not possible for more than one person to access NPDS at a time.
Now, if you were using Notes in any way while NPDS was reading or writing to the Notes soup, that's a no-no. I've lost Notes before because I was doing this.
