2,3,4 are already done and are languishing on. Paul Guyot and
Michael Vacík, Nicolas Zinovieff have written the more then basic
infrastructure for such tools and released them under the MPL (ok not
GPL) via sourceforge.

This is probably wrong, but the point is a good one.

This is no to say DCL is prefect in it's current form. It certainly
is a huge leg up for anyone who is seriously interested in doing this
type of project...
