Yes, but what does it _mean_?

Yes to all.

ws> Appletalk problems can also be due to the router.

No router in between, the Mac and the Newton on on the same segment,
connected via an ethernet switch.

I have "made" some progress which is just to say that I've tried again
and this time the Newton sees the Mac-mini but there is no response when
I try to connect. The "seeing" may have to do completely with just
ejecting and reinserting the card. But I can't figure out why it
doesn't get a response.

If I run the network diagnostics on the Mac mini, I see the appletalk
received packet count go up, but there are no outbound packets

I'm staring at the wiki page on this and still can't see what I'm doing
wrong.

Additionally, after a few attempts, the NIC on the Newton no longer
activates properly---when I plug it in, the 3com card dongle lights up,
but as soon as I select "connect" from the dock, the light goes out. It
was coming on when I tapped "connect" but now....

I'll try another reset and see what I can figure out, but so far this
has been an exercise in frustration particularly because I can't figure
out what lets it get so close one time and not another and why it never
makes it all the way....
