Sorry for my late answer,

there is not much science behind:
for the german standard they just decided (for whatever reason, I do not
know), to connect the TWO wires actually needed for the telephone on the
OUTER pins of the western plug.
According to the american standard those wires are connected in the center
(inner 2 pins) of the western plug.
So the proposed solution to swap the two inner wires with the outer ones is
the perfect solution.
Depending on what connectors you have and/or if you have a tool to crimp a
new western plug, you are free to decide on what end of the cable to do the
swap.
Swapping at the end of the western connector has the disadvantage that you
will not be able to fix the cover of the cable properly into the plug
because of the crossed wires.
I already and practiced the trick to cut the two wires not needed with
success.
