That's the button of the excellent RollOver package by Scott Jenson.

It adds a set of functions specifically for managing checklists like
expand/collapse all, checked to top/bottom, delete checked, check all/none
and the ability to create a new note with the items not complete - the Roll
Over.
The package does not appear to be on UNNA but I have it here.
