I would think that some countries are more prone to this than others. For
example, Japan probably ranks among the lowest on the international scammers
list, with Nigeria popping up somewhere close to the top. Nevertheless,
there are sellers in this forum who have successfully sold to buyers in
Nigeria without getting scammed, so I guess it's a matter of how you filter
people.
By the way, Mark, I was pleased with my NuShield purchase last month,
although I did have you ship to my CA address during my visit (thus
bypassing all the international sales worries).
