Two things:

(1) It may be that it's waiting for a US dial tone. The [Hayes] AT
Minimal Command Set does provide the ability to "blind dial", usually
via the ATXn command. IIRC it's ATX1 for ignore. Info at

(2) It may be that your ISP isn't support 2400 bps connections any more.
