Get the 57600 patches and install them. Really. For my computer, I had
to do two things to get reliable NCU:

1) run SlowDown.exe (sometimes more than one instance)
2) synch at 57600bps

The 57600bps patches are at the Newton Cage:

YMMV, but those are the magic incantations that made it work for me.
