I voted, but I feel a need to clarify. I am generally against imposing
rules, and on most other lists, I would certainly have voted "nay".
Netiquette exists mostly of common courtesy guidelines that make life
generally more pleasant for netizens, not laws that need to be imposed and
enforced.

However, since this is a Newton list, and many people read it on their
Newtons (as I have in the past on several occasions), where storage,
bandwith and screen real estate are scarce commodities, I think in this case
it is not a bad idea to set up a filter.

In fact, I don't know how sophisticated this filtering software is, but I
would suggest sending out a warning to a sender when a message contains 50%
or more quoted text, and block it from the list at 75% or more.
