I think you're thinking of Card Eject by SBM - it doesn't freeze the packages, but rather it unloads them and safely removes the soup linkages between the card and the system. I use it all the time mainly to save wear and tear on my card slots (otherwose you have to eject, reinsert, eject to unload a card)
