I think not, because all the language relevant stuff like dialogues is

You can use a US NOS2.1 and install some few extensions to expand it to
German localization. Then you can use the german kbd layout and HWR of
the Umlauts.
You could also exchange the German NOS2.1 machine against an US NOS2.1
machine with me, if you aggree to some details, to be discussed off-NTLK
