Yes, Claris Emailer has a Y2K bug. It will not properly recognize dates
in certain circumstances after 1/1/2000. There is a fix however. An
AppleScript has been written that corrects this problem completely. See:

It comes with instructions and works like a charm! You can even process
older mailings with the wrong dates and fix them as well.
