[NTLK] [ANN] New DCL tools : WatsonEnabler & Rex

Hello,

I'm pleased to announce the availability of two new tools based on DCL library:
- Rex — a replacement for MPW's Rex, with the additional feature of being able to include packages with (native code) relocation, typically generated by the new toolchain utilitiies
- WatsonEnabler — a tool to append the signature required to install packages on Watson (MP2100s with a French ROM).

The code compiles on macOS and Ubuntu linux.

Rex is mostly useful for Einstein.
WatsonEnabler is mostly useful for Sylvain who probably owns every functionning Watson units :-)
