Yes, but a start time of 16:00 GMT IS 16:00 UTC. It is NOT 16:00 London
time because, in the summer England uses BST, i.e. UTC+1 or 17:00 BST. CA
is on Pacific Daylight Time, which is BST-8 hr or UTC-7. So the start time
in CA is London time - 8 hrs. Dennis's mistake was not realizing that
London is on BST, not GMT, so he thought CA time was 16:00-8, not 17:00-8

I find it easier to forget about daylight savings altogether. Whatever one
calls it, today the time in CA is UTC -7, so a 16:00 UTC start time is 9:00
in CA.
