I have been using it successfully in the past. You need to just size down the video to about 128x128, Animation codec. Also you may want to decrease bit-depth of the video to 1bit per pixel. It also needs to be black and white. 

I was able to convert the whole Touhou "Bad Apple" clip that way (the original Movie Converter was crashing on that ― that's why the 2013 was made :-)
