Is the reason you cannot do WEP due to the card you have?
If not be sure you have the driver from
<http://www.drvlabo.jp/old/eng/newtwave.htm>
clink 'link' to download.  look in folder for unlocked package.
once installed you should be able to set up WEP in card dialog box
click setup
select worksite
enter SSID
select use WEP box
select hexadecim for wep key
enter password
