Actually you can buy coverage for these risks. In some areas it's expensive because of the nature of the environment. For example here in Lis Angeles earthquake coverage is pricy. 

Too often the Carriers weasel and fail to pay proper benefits - then litigation is the only way to deal with them. 

FYI, there are many layers of global reinsurance agreements. 

Things have to get much worse than they are before the giants would go down.
