Actually, the Mac has had a commandline since the very beginning. You
reached it via the programmer's interrupt. It wasn't easy to use, and
probably limited in its scope, but it _did_ exist. I've used it on
occasion, myself. ;-) I don't remember when the button went away, but
none of our current Macs have the button to access it--though I
believe it is still accessible on them some other way.
