Andy,
Try replacing the PRAM battery. If the battery is old, and it probably is, and is dead, the computer won't start up. If replacing the battery doesn't do the trick then reset the RAM SIMMs. These tend to "walk" over time and loose their connectivity. Anyway, I remove the PRAM battery from both of my older Classic Macs (a SE and a SE/30) to prevent damage should the battery leak over time spent on display.
