Technically package freezing is not done by a application but rather it
is part of the OS that is off by default. You just need something to
turn it on so you can do it in extras. Although there are packages that
will do it in bulk. Or remember "sets" of files to freeze and unfreeze
on a regular basis. If you just want to turn it on I suggest SBM
options as it gives several other features as well. And and of the
settings you change, you can delete the package afterwards as the
changes will remain.
