I work in Interlibrary Loan, and we have a form that we adhere to
books we have borrowed from Canadian Libraries:

ATTENTION: REVENUE CANADA
Tariff/Tarif 9813.00.00 GST/TSP Code 66
Mat. Ret. on ILL
Can. Tar. 98.13/14 permits Can. Goods that have been exported from
Canada to be returned under special conditions including return of ILL
materials.

You'll need to check that tariff code to see if it works in this case,
but it just might.

Of course, Victor might have the easier answer.
