I don't use it, but the only dates package that you haven't named or
looked at seems to be DateMan. Does it have this function? I have
never used it, so I wouldn't know.

Otherwise, it seems you're out of luck. For something every three
weeks, perhaps it's not too annoying to put it in by hand. That's
about the only solution left, I guess. For a year, that's 17 entries,
which is annoying but doable. Plus, that way you can modify each
individually. Modifying repeating ToDos is often one of the more
annoying elements of a Newton....
