Unfortunately no. It's because NewtToDo is relying on the Newton's internal
repeating date format, which doesn't support this specification. You can do
every other week, or the 3rd week in every month, but not every 3rd week...

These values are documented on page 16-25 (PDF page 837) of the Newton
Programmers' Reference, if you care.
