My Powerbook 2400c/180 with OS 9.1 has no problem with DIL via IrDA.

If there is no HW and SW( include OS ) problem, then just try to place
your Newton at same height with Powerbook's IrDA port and around 4 inch
far from Powerbook. ( I have some experiences that Diconnection dialog
pops up when my Newton IrDA port is placed lower/higher than
Powerbook's IrDA/or too close )
