No, they haven't. The ARM CPU development was initiated by Acorn Computer,
as the Acorn RISC Machine. When Apple came on board to develop the CPU's for
the Newton, the ARM division was spun off into a separate company, a joint
venture of Apple and Acorn, called ARM Ltd, for Advanced RISC Machines.

When Apple axed the Newton, they also sold their interest in ARM.

ARM license their CPU designs to dozens of chip makers, they don't
manufacture them themselves.
