this is not true for most software and is not the failure of Windows
XP. Also which hardware can you use on a Tablet PC that needs a
restart after driver installation. It's mostly USB and PCMCIA
hardware, both are plug'n'play by design.

These are preconceptions which are not true anymore for several years,
especially not with Tablet PCs and Windows XP.
