I have this problem as well, both on my OS9 machine and my Panther
machine running classic. I can get the rtf file to show up only if I
have saved it with BBEdit, as you have suggested, or even as .txt.
However, I cannot ever get the file to import, even once it shows up on
my list. Come to think of it, I've never had success in 3 years of
Newton ownership getting this import feature to work with the Mac NCU.

I usually just resort to emailing the file to the Newton and
reformatting once I'v put it away to Newtonworks.

I am feeling humble right now, though, as I think back to all of the
time I have successfully used the import feature - all with my PC at
the office. All that energy I've expended mocking Windoze all these
years, and I didn't even notice that they have a great use! Really
expensive document importers!

(Easy folks! I'm just kidding.)

Melvin, now that you mention it, probably the easiest way to get the
file onto the Newton is with the Keyboard command. Connect the Newton
to NCU and select "Use Keyboard." On the desktop machine, open your
document and Select All (Apple + A) and then Copy Text (Apple + C).
Select the NCU window to bring the Use Keyboard function to the front,
and then open up NewtonWorks on the Newton. Create a new document,
place the caret, and then click on the desktop machine "Paste from
clipboard."

This will insert all of the copied text from the desktop machine to the
Newton, and should retain most formatting.

Good luck, and hope that helps! I'll fiddle around with it some more
and see if I can figure out what OS9's deal is. And anyone else with
better suggestions, feel free to speak up!
