Not neccessarily. Sexual activity without nudity has been reported as
possible, but let's not get into details.
And then there are many ethnicities which do not share the industrial
nations' dress-code, but mainly spend their lives in what we call nudity,
without being anything but decent and proper all day long. Just because
folks aren't wearing clothes doesn't mean they constantly fall over each other.
About cause and effect: The currently very enthusiastic promotion of sexual
abstinence-programs (often labelled "faith-based") in the US led to an
actual increase in teenage pregnancies and the spread of sexually
transmitted diseases. Check the newspapers or search on the web, it's been
widely discussed a few months ago. The cause for this effect is that
teenagers are now less educated about sexual matters, and the (high)
percentage that aborts abstinence runs an extremely high risk of pregnancy
and infection, because they don't have the slightest clue about
contraceptives and how to effectively avoid health risks.
So, yeah, one might say that sexual abstinence leads to higher rates of
sexually transmitted diseases and teenager pregnancy.
