Ok, I have a generic Intel harware modem, 16 bit PC card, 5v.

Rather, I bought one, it was cheap at work.

If I fax w/ it, the fax goes thru fine. No trouble at all.
But I'm trying to find a modem driver that works. The Hayes and Hayes
Error Correction aren't working.

How easy/hard is it to write a modem driver? most of the ones I see at
work (ISP phone tech) are literally text files, unless it's a software
modem.
