I'll run thru the basics:

My iBook is 800 MHz, OS 10.2.8, with Airport installed. I've got
NewtSync and NewTen on it, along with NCU on the Classic end.
My Newton is a 2000, modified to 2100, with the last NOS 2, all the
proper NIE parts, the WaveLAN drivers from Driver Labo, a 30 meg
external flash card and a Lucent WaveLAN Silver Turbo.

The system recognizes the car when it's inserted. The software comes up
fine. And when I set everything up and hit the connect button in the
Dock, the lights go ahead and flash while it tries to make contact.

AppleTalk's activated both in OS X & Classic (and of course in the
Newton Dock settings). I've tried setting the Newton to Manual and
DHCP. Makes no difference. I go to the Dock and let it search for the
iBook, but it never manages to find it.
