Sounds like something else is listening to the serial port and holding it
hostage. Likely suspects include:

-Palm Desktop
-Windows Remote Access Services (RAS)
-One of DIL Tester, NPI, UnixNPI didn't quit properly and still has the
serial port open (check task manager).
