Actually, LI-ION cells do have a memory effect, but a somewhat different
one than NiCd or NiMh cells.

In the traditional memory effect, the cell appears to charge to full
capacity, but has little or no actual current (i.e., very short run
times). With a Li-ion cell, the battery just reaches a point where it
will no longer charge to full capacity, but will provide steady current
up to the level of the charge.

As for running a Li-ion cell down to nothing, there seems to be some
indications that this actually contributes to the effect described above.
