A couple of people have mentioned dynapad

running squeak on an ipaq as a way to provide a newton esque feel and then
theres the
venerable gnuton http://gnuton.sourceforge.net/

I guess even if someone knocked together a superlight window manager /
theme
with a newton feel and button bars then apps and scripts could be built on
top using the
type of tools you mentioned.
