First off there are different flavours of pdb (Palm Documant) some are
encypted and you need other programs to read these. There are several
programs for the PC that will loet you open the various formats and convert
to text.

Minireader is nice small file that will read unencrypted pdb files and
convert them to text, or you can take a text file and convert them to pdb.

Aportis doc convertor will convert between formats including pdf

Isilo will read the encrypted pdb's and if you have paid for it you can
convert to text.

clit (not what it sounds like!!) will convert lit files to text files

If you are after a pretty good pdb file reader look for UBook, nice small
and remembers where you left off.

There's a lovely package for OS X called PorDiBle that will let you
read a .pdb (Palm Book) format file and convert it to a text
file...from there, you could use one of the various text->NewtBook
utilities.

Dunno for other platforms, tho.

Also, as an addendum to the copyright question, there's absolutely
nothing stopping you from making a copy of a printed work on a
photocopier for your own personal use...dunno about the legality, tho.
