There are a couple of options:

Get this to fix packages downloaded to osx:

Use Newten if you have a usb/serial adapter:

Otherwise, just install NCU on OSX. It will install and run in classic
of course, but you can turn on appletalk (from classic, after it starts
run /system folder/apple menu items/chooser). Of course, you need NIE
and an ethernet card that works on your newt. In prefs, choose
appletalk and have it use ethertalk (ethernet).

Last case - get a serial cable/dongle and hook up to an older mac or a
windows machine running NCU.
