But under 10.2.3 you cannot open the Appletalk control panel in
Classic. I just tried.

You get the infamous "This control panel is not supported by Classic"
dialog

In 10.2.3 the Appletalk setting is controlled entirely from the
Appletalk setting of OS X's Network panel (or seems to be from
everything I have seen)

Simply go into the System Preferences panel for Network and make sure
Appletalk is ON
