This sounds like speed incompatibility between your old and new RAM.
AFAIK, your Lombard has a 66MHz memory bus, which most (but not all)
PC100 and PC133 SO-DIMM RAM handles OK. When you swap the chips around,
you're simply establishing that some are speed compatible with the
66MHz bus whilst others aren't. This is probably why you get the
address error on startup.

The only solution is to take the faulty RAM back and swap it for other
units. As one of the modules works, it's probably a case of trying a
few until you get the manufacturing tolerances to match.
