This is definitely not normal. It should just power up to where you left it.
I have no idea what could be wrong, though, but it seems like a major
problem. What kind of power adapter are you using? Did you install any
package on it? If so, it could be a compatibility problem, but I doubt it.
It sounds more like a hardware problem...
