Answered in Apple's own TIL - I had no idea this existed.

I had no documents on my new 32MB PCcard. Moving a NewtonWorks file to
the card solved the import problem - from the Mac side, at least. On
the Newton end, if I use Dock and select Import the only choice I am
given is to import into NotePad.

Sorry, still new the Newton but loving it.
