i think you're confusing the operating system with the GUI. which is
easy to do, since most popular operating systems come with a GUI, and
many prevent you from changing to use another.

using a Unix-like operating system as the basis for building a
capable, stable, Internet-era device is a common choice. consider
OSX, not least.

Linux has absolutely no need of a CLI. many devices exist which use
Linux as their OS and have no CLI. of course, having one available
can be useful for some uses and users.

the Newton's data storage system is quite impressive, especially for
its time and level of commercialisation.

and i suppose that's the motivation -- it's hard to extend many
aspects of the NewtonOS because the source code is not available.
replacing it with Linux (or NetBSD, or PicoBSD, or ...) would enable
the Newt to be extended in ways it cannot now.
