[NTLK] NCU and inactive AppleTalk under MacOS X 10.2.1

Hi,
I know it's been here before, but I just can not help it. I have a
PowerMac G3 Blue & White with extra ethernet card in one PCI slot. In
extra ethernet card is connected my DSL modem. On so called "Built-In"
ethernet I have AppleTalk active. Anytime I start NCU it is getting me
"AppleTalk is not active ...". I even tried to start Classic and have
Newton MP2100 connected and searching for computer from Dock. Only
result was small classic warning window with text "To activate AppleTalk
go to Network preferences and click AppleTalk". Very helpful but
AppleTalk was already active on ethernet card where Newton was
connected. Of course everything works like charm when I reboot to MacOS
9.2 . AppleTalk is active right after startup and I just launch NCU and
start synchronization from Newton.
So root of my problem, has anybody solved the problem with inactive
AppleTalk in Classic under MacOS X 10.2.1 and Classic 9.2.2 and
inability to active by any way ?
I'll appreciate any hints.
