This is consistent, that's good. I think it's simply a crossed connection
where it should be a straight one.

In my case the GPS drives only the RD LED which is always green and turns
red each 2 seconds (always the other time of the each sampling, which is
indicated by a LED in the GPS receiver). All other LEDs are dark, which
could be an indication of a wrong cable. However, this was w/o connection
the Newton to the other side of the serial tester.
