Er.
_popupKeyboards is a root slot, not a variable (hence
GlobalVarExists('_popupKeyboards) normally returns NIL and therefore,
getting a -48807 when trying to get this value in ViewFrame context
is absolutely normal).

I guess you tried by deactivating all packages. What does BugTrap say?
