What do you mean with locked?
There is a little switch on the card for write protection on/off.
Make sure that it is set to OFF.
You can completely delete the entire card by opening the preferences panel
from the settings menu and then insert the card.
You will get a dialogue asking you if you really want to delete the entire
card.
I would recommend to do this once before using the card regularly.

You can easily move the storage place of packages by selecting them (long
tap on the package icon until you hear the queek sound) and then tapping on
the file button you will get a dialoge "file this icon on" where you have
the choice to select the card.

Deleting a package is as easy as celecting it, tapping the action button
(the letter icon) and then select delete.
If you wish to delete everything from a package you do not want anymore you
can use an application like Trashpack or Soupkitchen to clean the related
entries in the Soups.
