IIRC this is set up by when the newton thinks the 'business day' starts. I
use MoreInfo with the day starting at 8:00 AM (also well before I usually
get up) and that's when my event alarms go off.

As to how to change it - if you are using MoreInfo it is in the pref's for
MI.
