    The not responding properly error is usually caused by one of three
things:
    1) The modem has received the wrong commands (wrong setup was used) and
doesn't return an OK
    2) The modem isn't getting a dial tone, though this might also result in
a no dial tone error.
    3) The modem is toast

    Also, on a 2x00 it's a good idea to use modems in the lower card slot.
Also make sure in the modem prefs that you have chosen the slot that your
modem is in or the Newt could be sending modem commands to a memory card
(and it certainly wouldn't respond properly).
