   I haven't heard of any DSL providers in my area doing this, but a major cable provider has. A lot of owners of multiple Macs one day found only one of the computers would connect. All the others were denied access because the connection software somehow polled the ethernet address.
   As a consequence they've lost a lot of Mac clients and the Mac stores I've talked to are now steering people to DSL instead.
   Of course those with routers are cloning the accepted address.
