The plastic washer is meant to fill the gap between the board and the
mounting boss that the 1/4" screw fits in.

This IS what you are doing, right?

Assuming it is, you may be okay with a fiber washer depending on the
thickness.

The risk is twisting the board and unseating one or more pins on the
internal connector.

If it works for you then great.
